Open-Source vs Proprietary AI Models What a Total-cost Comparison Must Include

Our assessment is that procurement teams should compare open-source and proprietary AI models beyond headline price. A defensible total-cost model must weigh licensing, billing boundaries, infrastructure utilisation, security duties and engineering effort on one matched workload. Our comparison framework requires matched workloads and explicit deployment assumptions.

Start With the Licence, Not the Download

The Open Source AI Definition requires freedoms to use, study, modify and share, plus the preferred form for modification: data information, complete code and parameters under approved terms (Open Source Initiative). Our editorial recommendation is to place each candidate in one of three buckets: fully open source per the definition, open-weight with restrictive or partial terms, and proprietary API access. Licence obligations, redistribution rights and commercial-use limits belong in the cost sheet before any infrastructure line.

Map Every Billing Boundary

Proprietary vendors bill on different axes. Amazon Bedrock documents per-token model pricing, service tiers including Standard, Flex, Priority and Reserved, and a Batch option billed at a lower rate than on-demand inference (AWS). OpenAI lists per-token input, cached input and output prices across model families, with Batch, Fast and Flex modes and separate charges for tools such as web search and containers (OpenAI). Google Cloud documents training, deployment, prediction and batch prediction charges, noting that deployed models bill even without predictions (Google Cloud). Dedicated endpoints are billed by instance hour, calculated by the minute, with replica counts driving totals (Hugging Face). Matching these boundaries is our proposed first step toward comparability.

Utilisation, Scaling and Idle Capacity

Our recommendation is to include hardware utilisation in a self-hosting cost estimate. Hugging Face states its autoscaling adds GPU replicas when average utilisation over a one-minute window reaches 80 percent, scales down every two minutes, and can scale to zero after fifteen idle minutes, accepting a cold start (Hugging Face). vLLM documents tensor and pipeline parallelism for models too large for one GPU or node, and reports KV cache size and maximum concurrency estimates that indicate whether more GPUs are needed (vLLM). Task coverage also constrains choice: Hugging Face lists supported tasks and marks some, such as visual question answering, as lacking out-of-the-box support (Hugging Face). Buyers should request utilisation and queueing evidence rather than assume spare capacity.

Security Duties and Engineering Load

Our suggested cost sheet assigns security responsibilities explicitly. Hugging Face states it does not store payloads or tokens, retains logs for 30 days, encrypts in transit, and offers Public, Protected and Private endpoint levels, with Private reachable only through intra-region private connections (Hugging Face). Our recommendation is not to assume self-hosting guarantees privacy; budget explicitly for patching, access control and network hardening. Agent tooling adds another layer: OpenAI's SDK separates hosted tools that run on its servers from local runtime tools executed in the customer environment (OpenAI). Our editorial assessment is that engineering headcount, on-call coverage and evaluation staffing should be costed explicitly.

A Proposed Comparison Method

We recommend fixing five variables before quoting: a matched workload with defined prompts and volumes; a stated comparison date; region and data-residency requirements; service level including latency and availability; and quality criteria with an agreed evaluation set. Only then should switching costs, contract terms and exit paths be scored. This is our methodology, not a vendor claim, and it deliberately avoids declaring a universal winner.
